In 2005, the US Department of Commerce announced a new bilateral organization being formed in concert with the Russian Federation Government to support entrepreneurship in the two countries and to advise their respective governments as to how to encourage entrepreneurial development. The organization is the Innovation Council on High Technology. Encouraged by dedicated public sector members in both the US and Russia, Jeff Milanette, of IPI applied and was selected to become a private sector member of the ICHT, and has been an participant in its twice-yearly meetings. The Council has proposed innovative initiatives to enhance the environment for Russian technology entrepreneurs.
