In 2000, IPI was engaged by Battelle Labs to determine the feasibility of an incubator at Central State University, an accredited Historical Black College and University (HBCU), in Wilburforce, Ohio as part of a grant from the US EPA. IPI conducted a thorough assessment analysis and wrote the feasibility study and operating plan for the National Environmental Technology (NET) incubator. IPI recruited one of the most experienced managers in the industry to oversee the new incubator, and remained active on the management team for another two years assisting in program development and administration.
